Phoenix Resource Center, Inc. is a Carrollton based 501(c)3
nonprofit providing in-home counseling, parent education,
supervised visitation and transportation primarily to children and
families involved in the Division of Family and Children Services
and the Department of Juvenile Justice. We believe every child
deserves a hopeful future and access to mental health services.
Our services are billed through insurance, state funding, and
federal funding.

Our mission is to serve children and families by providing
outcome focused, preventative and ethical therapeutic services,
in an effort to stabilize the living environment through safety,
permanency, and well-being.


Phoenix Resource Center, Inc. was founded on April 1, 2011.
Phoenix Resource Center, Inc. staff are trained in various
therapeutic interventions and parent education. Whether a
staff member is new to our team or if they have been a part
of the Phoenix family for years, each one has a special gift
for working with families and youth at risk.

process as seamless as possible, ensuring that
individuals and families receive the support they need.

Community Based Therapy

Therapeutic support tailored to individuals (children and adults) and families in their own environments; including home, school, in office, and virtual.

A higher level of care designed to
stabilize and strengthen families in
crisis funding through DBHDD.

Therapeutic Services

Services are billed through Medicaid or offered on a sliding scale. As a 501(c)(3) nonprofit, Phoenix Resource Center may
also have federal funding available through the Promoting Safe and Stable Families (PSSF) program to cover the cost of
services.

Parent Education

Individual parenting sessions
designed to strengthen family
dynamics and promote positive
parenting strategies.

Phoenix Resource Center is proud to have been a DFCS-contracted provider since 2011, serving over 20,000 families across
Georgia. Through comprehensive family interventions, we work to support families in meeting their DFCS case plan goals,
ensuring they have the resources and guidance needed to create a safe, stable, and nurturing environment.

DFCS Based Services

Current Contracts

Wraparound Services

Wrap Around services are comprehensive home-based mental health treatment and case management services designed to provide critical support to Permanency or Family preservation with the intent of promoting safe and stable families and/or early reunification.

Services may include: Behavior Aide, Counseling, Transportation, Supervised Visitation

DFCS Based Services

Prevention of Unnecessary Placement

The goal of PUP services is to reduce risk factors contributing to child maltreatment to
ensure the protection and safety of a child. PUP services include, but not limited to
counseling, drug screens, and substance abuse assessments, domestic violence
assessments, bonding assessment, and parental fitness assessment.

Early Intervention

This program is designed to provide Community-Based Prevention and Early Intervention activities to afford children a safe, stable and supportive family setting by promoting the well-being of the family. Services are designed to build on and increase the strength and stability of families, increase parent confidence and competence in their parenting abilities and enhance family functioning to prevent child abuse and neglect.

Services may include: Brief parenting education and connection to resources.

Parent Aide

This program is designed to provide Community–Based Prevention activities to afford children a safe, stable and supportive family setting by promoting the well-being of the family. Services include parenting education and training, and are designed to build on and increase the strength and stability of families, increase parent confidence and competence in their parenting abilities, and enhance family functioning to prevent child abuse and neglect.

Comprehensive Child and Family Assessment (CCFA)

To assist DFCS staff, the juvenile court, families, and providers in developing case plans,
making placement decisions, expediting permanency, and planning for effective service
intervention. A Comprehensive Child and Family Assessment is required for all children
entering care, the family members and collaterals associated with the child.

Drug Screening

Phoenix Resource Center provides professional and respectful drug screening services. For DFCS-
referred cases, screenings are directly observed to ensure accuracy and compliance. Our trained
staff conduct screenings in a manner that prioritizes dignity, confidentiality, and professionalism
while meeting all required standards.

Scheduling

Drug Screening is done at our office or the client’s home, whichever is most convenient.


  • Drop-in drug screenings can be conducted at our office Monday through Friday 10:00am to 2:00pm

Intensive Family
Intervention

Intensive Family Intervention (IFI), a specialty service offered by
the Georgia Department of Behavioral Health and Developmental
Disabilities (DBHDD), provides intensive, family-based support to
children and adolescents facing behavioral health challenges,
often in crisis or requiring urgent medical or mental health
support. Services include therapy, behavior aid, parenting..

Families referred fot this particular program must have Medicaid
to participate.
If you would like more information, please reach
out to our office.
You can also make a referral if you would like to
start that process.

Phoenix Resource Center provides professional supervised
visitation services to support family connections in a safe and
structured environment. Visits typically last two hours per week,
but we can adjust scheduling based on individual needs.
Supervised visitation can take place in the community or at our
office, depending on what works best for the family. When
available, Promoting Safe and Stable Families (PSSF) funding may
be used to cover the cost of services. Otherwise, visitation is billed
at $40 per hour.
